ECONOMIST ADVOCATES NATIONAL ARTISAN AUTHORITY TO BROADEN GHANA’S TAX NET
Renowned
economist, Mr. Enoch Okona, has proposed the establishment of a National
Artisan Authority as a pragmatic measure to expand Ghana’s tax net while
fostering sustainable development. Speaking on The Sunrise Morning Show on
Monday, December 16, 2024, aired on Wisdom 101.1 FM, the campus radio station
of the Catholic University of Ghana, Mr. Okona highlighted the need for
innovative strategies to improve domestic revenue mobilization.
According to Mr.
Okona, the government’s recent decision to scrap some taxes is commendable, but
it underscores the urgency of finding alternative ways to enhance revenue
generation. He emphasized that establishing a National Artisan Authority could
serve as a transformative step. This body would be tasked with issuing annual
licenses to artisans across the country. However, as a prerequisite for license
issuance or renewal, artisans would be required to present a valid tax
clearance certificate.
"This
initiative would not only help create a comprehensive database of artisans but
also ensure their inclusion in the formal tax system. Such a move would
contribute significantly to Ghana’s revenue mobilization efforts and reduce
over-reliance on external borrowing," Mr. Okona stated.
He further
explained that a structured database would facilitate the formulation of
targeted policies to address challenges within the artisan sector while
promoting value addition to Ghana’s natural resources. This, he noted, would
position the country to generate substantial income locally, bolstering its
economic resilience.
Mr. Okona urged
policymakers to explore this approach as a means of empowering artisans while
ensuring they contribute meaningfully to national development. He also called
on stakeholders to prioritize adding value to Ghana’s abundant natural
resources as a complementary revenue stream.
